I don't know if any country opened its borders of Kurdish refugees. Many did flee into Turkey and Iran, but those countries were fearful of the Kurds, who wanted a Kurdish state, which would take parts of Iraq, Iran, and Turkey.

I think it was one of the former USSR states to the north of Iraq. Turkey didn't want them I don't think.
I admit to being a bit lazy here and this is just a guess based on what is going on now.
