I think it is in some. Not all. I honestly don't have a problem with using my phone and driving, expect for texting. That's distracting and dangerous. But it's just like talking to the person sitting next you in the car. If its somewhere where it's easily accessable it's safe for some people who can multitask. I've been doing it for years and I've NEVER been involved in an accident- my fault or someone elses and never gotten a ticket (pulled over once- speeding 5 miles over limit). Youre either a good driver or a bad one. Some ppl can't even listen to the radio and drive. Or chew bubble gum and drive. It doesn't matter if those ppl have cell phones or not, they are going to be dangerous either way. why ruin it for everyone else?

In KY, the driver is supposed to pull over to the side of the road and talk or use a headset or a hands free device. It isn't usually enforced, but it does give the cop a chance to pull you over if he wants.
