You may not want to loose weight exactly, but inches. Work on the areas that you feel uncomfortable with at the gym and leave the others alone or do less work on them.

What you need to do is tone up muscle groups such as your abs, triceps (back of your arm - where you get bat wings/bingo wings) and your legs in general. Do this not by running, cycling etc. but light repetitive weight training. eg, sit ups, half push ups, use cans of beans/spaghetti hoops if you don't have weights and slowly raise your arm up out behind you from a straight down by your side position. If your a member of a gym just check out the weight machines and stay on low weights. This will insure you don't develop huge manly muscles you'll just tone up the ones you got. For the legs you'll need to look into stuff like lunges etc. or a rowing machine if you have one in your gym. You will though loose a small proportion of you butt and chest no matter what you do if you loose any weight, but by doing it this way you will minimise what you do loose :)

If what you're after is losing inches off the waist, rather than a lower percentage of bodyfat, you can work on a better toned midsection. If you want--or need, for your health--less bodyfat, the other answerer is right: It comes off where it comes off, and no kind of exercise will change that part.
