No, not normal. She might have ear mites.

See a vet. There is a blood parasite problem that can cause the cartilage in the ears to go 'floppy', the name of it eludes me :o( but it is very dangerous to your pet. It's rare, so you may want to actually ask the vet about it, to get them to check for it.

I have owned chihuahuas for 30+ yr and have never seen this happen with an adult chi. Best to ask a vet.

It happens, usually due to poor muscle development. They may stand back up eventually, they may not.

The Chihuahua probably doesn't feel well. Dogs droop their ears when they don't feel good. Give her some time.
