you have to be 21 no exceptions. Its not hard to get a concealed weopons permit - some states require you to take a course to get it and some you dont. The ruger mark II is a good handgun. Ruger is a good brand for any gun. If ur buying the .22 for protection I would say thats the wrong idea. All you can do with that is plink. For self defense you want a 9mm and higher because what you hit with it goes down. I've read an article in Guns and Ammo about calibers to use for self defense. There were a few people in it that got in some deep sh*t for overkill because the person didnt go down after a few shots with the small caliber. You want something that will knock them on there rear end.

SORRY...........But under Federal law you must be 18 years old to purchase a Rifle or Shotgun,and 21 years old to buy ANY handgun, or handgun ammunition. The Ruger MKII .22LR caliber is a great gun for plinking, target shooting etc.
NOTE* THe Ruger MK II was discontinued in 2004 and is no longer manufactured. You might be able to find one in used condition but unlikely you will find a "new" one......
You must also be 21 years old to obtain a Concealed Weapons Permit, and they are hard to get without actual justification to have one issued. A .22LR caliber handgun is NOT a good choice for a personal protection/concealed firearm. The .22LR lacks sufficent power and bullet mass to work as a defense weapon under any circumstances.......

You have to be 21 to purchase a handgun and to obtain a CCW permit, but you only have to be 18 to OWN a handgun in Texas. The mark II is a really good .22, but I like the mark III more because the magazine release is the button type like on a 1911 instead of the magazine latch found on the mark II.

Sorry, you will need to be 21 to buy it, and I would be highly suprised if you could get a carry permit without being 21. As you ask about difficulty in getting a permit, it looks fairly easy. Take an approved profiency test and pass, Submit some papers, wait for said papers to be approved, wait for license, then carry.
I found a pretty good link for further information about carrying in texas.
That Ruger is a nice gun. More of a plinking gun than anything however. I personally wouldn't make it my carry weapon, but if you have good reason for only using a 22 that's your choice.

In Tennessee you have to be 21 to carry. A .22 is not the best carry gun. Its cheap to shoot, therefore great for target practice. Usually a good cheap carry gun would be a 9mm. My preference (but kind of expensive) is a Walther P99. You can find good quality cheaper guns like the Taurus Millenium Pro 9mm for around $350 though.

You can't buy a handgun from an FFL dealer until you are 21, federal regs.
