Oh, I get it, I have the same Daughter in Law.
They are competing with everybody around them, their Parents probably did not like them, maybe pushed them too hard, never told them enough that they were loved.
Please, do not make it your problem. I told my DiL many times that we love her as she is, that she is smart, beautiful and a lovely person and a great wife. Does not help. She still does not like me and does not like herself enough to relax and enjoy life.
Do not pay attention, do not invite them to play, or do something else. Let's you and I play together instead!!!!

Some people are like this -- the have to win all of the time, or they are not content with themselves, become frustrated with games, and aren't any fun...
I just had this problem with my 8 year old granddaughter, but mind you, she's 8. We were playing Operation and about 1/2 of the way through the game, i could see she was worried she was losing, and asked "can we start over?" I told her NO, we needed to continue, and that games are a challenge and a good way to learn and practice patience and humility.
Well, yes games are supposed to be fun, and i suppose i put this example here because i'm sure that playing games with your son in law is like playing with a frustrated 8 year old.
If it were me in your situation, i'd ask the brother in law if he wouldn't mind playing for enjoyment and fun, instead of becoming so frustrated. Let him know you feel uncomfortable when he acts out. That's what i would do.

I wish people would chill out when they lose a friendly game of something. I remember when I beat somebody at a game of Snooker and he got so angry he smashed his cue over table and said "stupid game". He was lucky we never made a bet. People that lose at a gamble get bad-tempered but some take it as a losing moment and except it. I remember reading a message in a GRAND THEFT AUTO group where somebody said he got so angry because he couldn't pass a mission in GRAND THEFT AUTO: SAN ANDREAS, he smashed his PS2 and bought a new one the following day. That must have been an expensive mission to pass when it's for free for others that keep their cool.

You could try turning the tables and when you are losing act like he does.Better yet tell him that it's not if you win it is if you had fun trying to win.Tell him that not everybody can win all the time and that losing is a part of life.
