Only healthly people would qualify for health insurance. Folks with tendancies to high chloesterol or high blood pressure or anything else that could be screened, would be denied.

Health insurance would be really cheap but pretty much no one would qualify.

Preventive screenings are not mandatory but absolutely encouraged. Who knows, it might become a plan requirement one day, but so far insurance companies are not your doctors or health care professionals and can only tell you so much of what to do. Screenings are beneficial to everyone concerned. The insurance companies usually encourage members to go for physicals by waiving copays or deductibles for preventive and vaccines, especially for children under 18.
