Move forward slowly while gazing in his eyes and at his lips and lean closely towards his body, that should do the trick, if he really doesn't understand why not kiss him first, you've got nothing to lose, good luck!

there is no decree that says the guy must kiss u first before there is a move so if you feel like kissing him kiss him.

Look for ways to get in his face...and get in his personal space. Look hot and be hygienic. Stare at him often and meet his eyes with yours.
