In the apartment above me, there are two people that my sister is best friends with: Ray and Renessa. My sis was the one that got them to buy the apartment. (they are 20 and 21), and they work late nights so I can hear them stomp up the stairs at 3 AM. They play wicked loud music all the time and I can't concentrate on homeowrk, or sleep.
What do I do?

First ask them to quiet down, if you feel comfortable enough with asking them, if that doesn't work complain to the management at your apartment, if it doesn't help call the police.

Wow ... They own the apartment... Your situation is delicate cause they own the apartment and they know your sister. You see when people own an apartment they feel that they can pretty much do what they want. They also may be TOTALLY unaware that they are causing you problems. You must also come to the understanding that as a lower floor tenant WE ( I am downstairs too) have to accept a little more noise because people have to live. With that said you should not be subjected to stomping and loud music at 3 am !
Can you possibly enlist your sister to talk to them about this matter? She will have to appeal to them very nicely..She's best friends with them so chances are that if she explains how much you are bothered by their noise they will quiet down some. What ever you do NOT argue of fly off at them ... They have all the control by being upstairs. As a last resort can you complain to the co-op / condo board ? Surely they have rules about noise? Good luck and I hope you can find peace in this situation.

If they are making noise during quiet hours, either talk to them first or complain to the main office. If nothing happens, call the police.

When you know they are a sleep why dont you put your music up loud and see if they like it.If that does not work ask them to tone then noise down as it is annoying you.Good luck.

when it sounds really quiet in their apartment do the same thing to them except worse and if they complain say, "well, why is it okay for you to do that and not me?"
or tell them straight up that you dont like it, be honest with them or
you can complain to your manager

Blast your music in the middle of the day, that's what I do.
