if you have been invited to a wedding that you cannot attend, do you still have to give the newlyweds a gift?

You don't have to, but if they are close friends or relatives it would be a nice gesture to send a card and gift certificate in an amount that fits your budget.

NO, a wedding gift is never required if you can attend or not.

Give if you want to, but it is not mandatory.

It is expected, but if you can't, that is all right, too. It's best to return the RSVP marked regrets. Then at least they know not to order food for another guest. I'd send a greeting card, at least. It's up to you.
