You call the department of social services and tell them you want to make a report of neglect. They'll take your information and check on the child/children unannounced.

First off be sure what your reporting is correct. While I don't condone child neglect or abuse there are times when an angry child can stretch the truth to a sympathetic ear. This is a serious issue and once you send this family down this path it's a long and tough road. Agencies can to relentless and downright nasty when investigating these issues. Most take the stance of guilty until prove Innocent.
See all these other posts? Not one considered that this might be the case of an angry child. And we wonder why our children have no respect for authority we teach them not to.
If you are positive a neglect issue is taking place contact your local department of social services or the police.

We are collectively responsible for the well-being of most precious resource - children. Of course, you should report this. If you tell your friend, chances are, she will just hide the evidence...or move.
Now, realistically, you will discover one of the shames of our nations child protective services. They rarely investigate neglect. There is so much rampant abuse that they do not have the time to investigate neglect.
But, report it anyway. At least the record will be on file. They are not allowed to tell you what the follow-up is, but you will be able to sleep at night knowing you did the right thing.
And, it not Socialist...it's humane.

You need to call child services in your area and if you cant find them, contact the local police. Tell them exactly what is going on and how the child is being neglected. Don't delay!

Department of Social Services, or maybe Child and Family Services... it might be called something a little different in your city but it's all basically the same thing. When you call and start telling the story they'll either tell you the right person to call or they'll get the info they need to investigate.

You would call child protective services. But before you do, you really should make sure that there is reason to call. When you call you need to give them proof of the neglect.

Contact your local police department and tell them exactly why you feel a child is being neglected. They will put you in touch with the appropriate people (DSS where I live). Your friend will not have to know that you reported her.

call the child protective services of the city you are in, you could even get the number from the police station. all you do is report what you have seen, they will have trained investigators who's jobs are to figure out the details.

Call the child services. They will always let you remain anonymous if that's what you'd like. You can tell them exactly what you've seen and why you're concerned/calling. Don't worry about what your friend will say if they find out; the child and their safety is way more important.
