If just storing data, then Microsoft Access can do most of that, you just need to learn about that program (there are books and classes you can take on this).
If you wanted an overall program you would have to learn some computer Language. This would take a year at most to do anytime of real programing (besides adding numbers and drawing boxes). You could higher some programmers to do it for you. This also would cost alot, but you should try to sell the program afterwards. (but i doubt you want to get into the software industry)

You really need to understand how a data base works, as this will form the core of your software, how complex to do will depend on your requirement, what you described is very basic, but I doubt its that simple, youare missing a lot of steps for a system like this to work.

I would recommend developing an ASP.NET website with Microsoft Visual Studio. You can then either run it on your local PC, or have the website hosted, where you could access it from anywhere, such as www.meli.biz.

Let me know if you need help.
