I disagree with smiley f, I own a Glock model 22, and it is NOT hard to conceal at all. You have to consider that the smaller the gun, the harder it is to manage the recoil, even for an experienced shooter, which I assume you are not.

The best gun for CCW is one you shoot very, very well.

Go to a local range and rent a few different handguns until you find one that you shoot well with. Different people find different grip angles and sizes will determine how "naturally" it points etc.

When you've got it narrowed down to one or two, go online and see what kinds of holster options there are. Sucks to have a gun that works great but you only have one or two holster options for.

That said, I've had a few more advanced classes, and have trained with people ranging from local, state, and federal LEOs to "Private Security Consultants" and heads of embassy security teams. Which isn't to brag (I was on the low end at all of those classes, but then I don't do it for a living), but to give weight to the following:
95% I know who carries professionally and really expect to have to shoot back carry (in this order of popularity) a Glock, a Sig or an HK. A few carry expensively tuned but mostly stock 1911s, but they are the minority.

I wouldn't buy an HK because their after sales support for average people (not LEOs or Military) sucks out f'ing loud.

If California would issue me a CCW, I'd most likely carry my G26 or my HK P-7. I like my P-7, but it's an expensive gun, and if I do have to shoot someone it's very likely that it would get taken as evidence, and I might have some trouble getting it back.

I use a S&W model 642 revolver for conceal carry. They are lightweight, very small, very safe, and pack enough enough power. They are chambered in .38 special. Below is a great article about this gun and using it for conceal carry. I prefer a revolver over a pistol because they are more reliable.

I own a Glock G22, .40 cal, too big for concealed carry, but the G27 (baby Glock) is perfect for most seasonal carry.

9 shots, .40 cal, durable as !@#$, and well under your budget price. I suggest a magazine grip extension though, because in medium to larger hands, your pinky and/or ring finger too, will hang off of the grip.

Springfield Armory XD sub-compact. You can get it in 9mm, .40cal, .45ACP. Better safety features, grip feel, and sights compared to the Glock and about 520-575 depending on your state. I live in Cook County IL so I am basing those prices off were I got mine. It could be up to about 50 bucks less for you.
