the basic qualification is a graduate. But i dont think u can pass this exam, they way u have written this question.
u have a choice of language when u appear for ias exam, if at u appear for the exam please choose a language which u are proficient in.
IT is not IS officer but I A S officer, ( Indian Administrative Service )
anyway the best answer is from dog lover. he has been in service for 25 years and he cant make out what u mean.. maybe he is not an Indian.
