photo attachments with outlook 2003?

How do I configure outlook 2003 to put pictures into an email message (so I can put text with them) vs just having them be attachements to the email?

I've tried to copy and paste the picture from MS Office picture manager, but it goes in as attachement.

use Rich Text format for email or Word as editor.

plain text doesn't work

In Outlook 2003,
Tools > Options > Mail Format > change the format to HTML
