I put my hazard lights on or if that fails I turn my rear fog lights on and off - they usually get the message then

I know this is so infuriating, and also people do not put their fog lights on in treacherous weather. We recently drove home from the Lake District, it was really foggy, but we were amazed at how many people coming the other way had no lights on at all.Also people who do not dip their lights until they have totally blinded you. Soooooooooo annoying, and dangerous.

If it was someone I knew (as in your case), I would maybe very quickly turn off my lights then on again.
If I didn't know them, I would be wary.
I heard some story that gang members drove round with no lights on, and when someone flashed them, they followed them home and killed them as a kind of initiation ceremony.

Jumbo....rear fogs are practically non-existant in the US, but they're very common in other countries. They're not white or yellow fog lights--they are red and brighter than ordinary parking lights so they can be seen for a longer distance in hazy conditions.

I see that rear fog lights is the usual answer. However what do you do when the prat in front leaves his/hers on when there is no fog and it is night time. Most don't seem to know where the switches are.

Why worry, if he had some lights on, he was legal. He probably drove on sidelights to prevent dazzling you.
On the other hand if he had no lights on at all, surely the absence of his dash lights should have told him something.

First you said his headlights weren't on. If that's so, he wasn't commiting any offence - it's not a legal requirement except on motorways.
If he didn't have *any* lights on (which is what you appear to say later on), then so what? It's not your job to do everyone's thinking for them, so let them get on with it.

Stick your arm out the window and wave back while switching your lights on and off until the message comes across.

Honestly, this is not your responsibility.
Be wise and not distracted by this kind of unsafe behavior.
You just focus on the road ahead of you, and let the police ticket Mr. Drive In The Dark. If he follows you too closely, let him pass.
