Rhubarb is classified as an herb. For full classification information, visit http://plants.usda.gov/java/profile?symbol=RHRH2# which is the USDA site regarding plant classification. There is a link there in the description of the plant for "Growth Habit" with more information on what a "forb/herb" is.
On the other hand, many "herbs" are treated as either fruits or vegetables, so that might not answer your question. According to an article at About.com, rhubarb is an ornamental vegetable that is treated like a fruit: http://gardening.about.com/od/vegetables/a/Rhubarb.htm
Hope this helps,
Sincerely,

It is a vegetable like celery, it does not grow from a flower like oranges or apples.
