The "touch-tone dialing" sounds heard on FSC is a cue to local cable operators to insert local commercials.

It was common practice on many cable channels (USA for example) for years until the early 1990s to hear that noise at the start of of commercial breaks (and back in the Eighties when some cable channels were given split coverage i.e Nickelodeon in the pre-Nick at Nite days signing off at 8pm and A&E signing on at night).

They used to play that tone on ESPN and a few other cable stations as well, sometimes it's a slow tone, other times it's rapid.
