I want to get a card that charges no fees and 0%apr for at least a year. this way i could get the money stick it in a 9 month CD and collect the interest and then pay back the credit card

These kind of special offers aren't as prevalent as they once were. The time is shorter, they have fees (usually 3%) for transfers, and some even require that you make a certain number of new purchases every month.

I think too many people had the same idea you have.

Such an animal does not exist! Cash advances all carry very high fees which start as soon as the advance is made. No one will loan money for less than the prevailing interest rate. CDs and other savings accounts pay less than the rates charged for loans. That's how financial institutions make part of their money.

You are looking for someone to lend you money so you can get earned interest, no such luck. If there is, read the fine prints, the balance and interest will be due at the end of the grace period. The interest due is greater than what you can earned.

No such thing. There are always fees for cash advances. You're better off saving money yourself and put it in a CD.
