This depends on your state Privacy laws. Some states allow you to obtain registration information from them or a third party service for a fee. It will show you who registered the vehicle last and many times their address. It will show liens on the title if you were going to buy the car. Some states do not release this info. Publicdata.com is one of many companies that purchase records from DMV's and sell them to the public. They currently have DMV records for 17 states

None...The D.M.V has a technology that only employees of the state can use and gain access....
There isn't anything you can do,, except to report an accident if that vehicle ever has one...
Not even the President of the D.M.V can look into someones record for the fun of it.....
