Before you get yourself into a federal jam, you need to realize that U.S.C. Title 47 is federal law that governs all telecommuncations in the United States. Even radio transmission which does not require a license (such as short-range walkie-talkies) still come under heavy regulation of federal law.
In particular, you're going to want to read up on Part 15 which deals with that exact issue, unlicensed broadcasts, and it's a 159 page document.

you could do a search for "FM transmitter amplifier schematic"
have you thought about your region's regulations for transmitter power? i dunno if you live in the US, but here the FAA requires a transmitter lisence and all kinds of maintainence...
