UK
All households are required by law to complete and return the electoral registration form which is delivered to them each year. Everyone who is eligible does have a legal obligation to register to vote.
What are the two versions of the electoral register?
There are now two versions of the electoral register, the full register and the edited register. The full register shows the names and addresses of everyone who is entitled to vote. It is also used for the prevention and detection of crime and credit referencing.
The edited register is available for general sale and can be used for any purpose. If you do not want your details shown on the edited register you must tell us by ticking the appropriate box on your electoral registration form.

Yes you do need to fill these forms in and yes you could be fined if you don't.(thats a laugh)
Having said that there is an army of people tramping through the streets as we speak, being paid by councils everywhere, through tax payers money, to get signatures of people who have not bothered to sign this form, this makes a mockery of the system. Are Labour getting rattled because no one cares a dam?

In the UK you are NOT REQUIRED TO FILL IT OUT BY LAW.
This means that you cannot get into trouble for not filling it in.
However, there are two copies of the register, one which is publically available and one which is not. You can register to vote but elect to be taken off the public copy.
Registering to vote is a good idea because you get to have a say in how the country is run, and it looks good on your credit file if you are applying for credit cards and such.
I have copied my answer from your previous question as I believe that it was clear - I have used capitals to highlight the specific part that I understand you are looking for.

Yes - everybody has to fill one of these in by law. You can be fined up to £1,000 for not completing or sending back the form. Likewise you can be fined for submitting false information (the person signing the form gets the fine). xxx

Yes, but I've never heard of anyone being taken to Court if they do not. You will not be entitled to vote
