Family background can mean a lot of different things.

It can be referring to your parents, lineage, socioeconomic status, priorities, etc.

Each socioeconomic class has different values (general values). Values differ from person to person and family to family. It's never so simple and absolute. There are commonalities and generalizations.

Money plays a part because the more money you have then the more opportunities you can go after. The more money you have then the more you are exposed to. (cultural activities, lessons, sports, dance, music, art, etc.)

Family culture including values. This is everything about how your family acts, its customs and traditions, the way they talk about things, beliefs and values.

Often "family background" is limited to the subject, i.e. if we're talking about religion, I'd say that my family background is "charismatic fundamentalist", or if the conversation is about social-economics, I'd say "middle class."
