Family background can mean a lot of different things.
It can be referring to your parents, lineage, socioeconomic status, priorities, etc.
Each socioeconomic class has different values (general values). Values differ from person to person and family to family. It's never so simple and absolute. There are commonalities and generalizations.
Money plays a part because the more money you have then the more opportunities you can go after. The more money you have then the more you are exposed to. (cultural activities, lessons, sports, dance, music, art, etc.)

Family culture including values. This is everything about how your family acts, its customs and traditions, the way they talk about things, beliefs and values.
Often "family background" is limited to the subject, i.e. if we're talking about religion, I'd say that my family background is "charismatic fundamentalist", or if the conversation is about social-economics, I'd say "middle class."

I'm not sure I understand the question, but I'll try. First, where did "family background" come up? It could refer to medical or ethnic background or one of the things you mentioned, or something more specific - just depending on what is being discussed.

kinfolk values have been destroyed via rampant capitalism which bombards human beings continuously with the thought issues and money are the answer to each little thing, and the extream left which sees the kinfolk by way of fact the cement which holds the previous capitalist order mutually and so would desire to be destroyed. The left has tried to undermine the kinfolk unit via merchandising single mothers and gay marriages. the place's all of it going to end? who's conscious.

It means 'who your people are'.... so it is both money and blood lines.
Are your people educated, do you have any famous people in you family, are you from a wealthy family, do you have powerful people of industry, politics, royalty..... that type of thing.
