This person pulled up too far, hit my car while I was in the store. They didn't leave a note or anything. SO I took a picture of license and left note with my info. I just want them to acknowledge they did it.... I waited for 15 mins but they never came out.

Yes, I know they hit my car. I have a witness also. A lady was in the car next to me and saw the whole thing go down and told me. I just don't appreciate this person hitting the car and not even leaving a note. The damage isn't bad at all, but I would have left a note, waited for the person, or gone in to find them.
Josh, your answer lets me know that you would be the type of person to hit and run. No social responsibility unless it suits you.

If there was damage, make out a Police report, and submit it to your insurance company.

File a claim with your insurance company or contact the local police department. You may be able to get information on who owns the car from the DMV as this should be a matter of public record.

If you didn't see them hit your car, how do you know they did it? Maybe someone else hit it. I don't think you have a case here. Nevertheless, you should have reported it as a hit-and-run to the police.

You need to be able to prove that it was indeed that car that hit you... somebody else could've done it and drove away immediately. parking lot cctv cameras will be of great use in proving or disproving this. with the registration number of the car, take to a police station where all info will be available

Did they do any damage? If not get over it, if so then report a claim to your insurance company, give them the tag number and they will find out who owns the vehicle and pursue damages from their policy.

How do you know they did it? Did you see it happen? If you have a witness, call the police to report the accident and they will give you all the information you need.

You can't. You could report the hit to the police and follow up from there.

Send it to your insurance company. Let them track it down. That is one of the reasons that you have insurance.
