Technically, it is part of the West Village, south of W. 14th Street. However, because of its industrial nature during the day and being SO FAR West in the neighborhood (right next to the Hudson River), the Meatpacking District is just regarded as its own area.
Though at night, many of the uber-ultra-trendy nightclubs open up in the area and in that sense that is where the West Village feel sets in.

It's just considered the west side of 14th Street. One could agrue it's in the West Village, and one could agrue it's in Chelsea. Yet only an outsider would call it the West Village or Chelsea. It's simply known as the meatpacking district.
