A hamburger, i.e. grilled minced beef, probably comes from the German town of Hamburg:

1889, hamburg steak, from the Ger. city of Hamburg, though no certain connection has ever been put forth, and there may not be one beyond that of Hamburg being a major port of departure for Ger. immigrants to U.S. Shortened form burger attested from 1939; beefburger was attempted 1940, in an attempt to make the main ingredient more explicit, after the -burger had taken on a life of its own as a suffix (cf. cheeseburger, first attested 1938).

Hot dogs were originally suspected to have been made of dog meat:

hot dog
"sausage on a split roll," c.1890, popularized by cartoonist T.A. Dorgan. It is said to echo a 19c. suspicion (occasionally justified) that sausages contained dog meat. Meaning "someone particularly skilled or excellent" (with overtones of showing off) is from 1896. Connection between the two senses is unclear. Hot dog! as an exclamation of approval was in use by 1906.

No to both of your questions, the hot dog name came from hot sausage sandwiches that over time, got the name hot dog, Hamburger is named from a town in Germany.

Hot dogs don't include dog, just parts of pigs and cows that you would probably rather no eat if it were whole.
A hamburger can have pork in it, ground pork or bacon, ground in with the beef makes an excellent burger.
