I would say it depends on who you are talking to. If it is an informal conversation, then 1/3 meter is acceptable, but if you are required to be more accurate, then 0.304 meters is most correct.

I'd still say 1/3 as I would 1/2 kilo for example. I don't think fractions are affected by imperial/metric - I wouldn't say I want .5 of a kilo of potato salad! I might say 500 grams but I still think fractions are perfectly acceptable.

I'd say "point three oh four of a meter" myself if I was talking to mathematical sorts and "a third of a meter" if I was dealing with less scientific sorts!
