a long time ago i was walking down a street going to the barber shop going to for a haircut then i was walking by a small dog i dont know if it was male or female but when i was walking by it the dog sort of stared at me and looked at me in a way i couldnt believe but it kept staring at me hard like eye to eye i dont know what kind it was but it was small gray color dog with red eyes when the dog stared at me it looked at me serious with its mouth shut i didnt bother to pet it or call it just walked by it what do u think it means just ignore the dog or what do ya think?

Dogs stare as a sign of aggression. Good thing you didn't pet it because it would have bitten you.

This dog was evaluating you. It didn't know if you were a threat or not.
But, and dog that will make eye contact is an alpha dog and there could definitely have been a problem if you had of reached out to pet it, because of you being in a standing position and most people reach out over the head, which is a dominate jester, to pet a dog. Most people don't know this but the best place to pet a dog is on the chest or under the muzzle because this is not a dominate position.
As far as the dog's eyes being red, that was due to the light reflecting in them. Most dog's eyes are dark brown, except for certain breeds, so when the light hits it a certain way they reflect red.
In any situation where any dog looks you in the eyes it pays to be cautious.
It does kind of give you the creeps though.

The dog was staring you down. It's a sign of dominance, and often aggression. If it happens again, don't stare the dog down, just walk away. Like you did, don't pet it. Just leave it be.

Their like people. Some they like and some they don't. I worked in a place that this guy used to park in front of. He had a HUGE Rottie. (I mean Huge). His name was Max.. Max would let just about anyone pet him. Big Ole' slob he was. On occasion he would come across someone he didn't like. You'd know it too. He would stiffen up and give you this "don't you dare look" no growl, no baring of the teeth, nothing, just this look.
I also had a Shar pei that liked everyone but my Aunt . We figured he just had good taste. lol
Seriously though, I would never pet a dog without asking frist.

I have never and will never pet a strange dog that is with or without his/her owner. This dog was staring you out and probably would have bitten you if you had tried to pet him!!!!

dogs don't like to be stared at ! when a dog does that don't pet it coz it may feel threatened by you and attack!
