Your not leaving him out long enough.
Make sure when you take him out that you talk to him to do his business.
When he does, praise him.
When he goes in the house, say firmly, NO and take him right outside and tell him, go to the bathroom, or whatever you want to say.
Worked for me several times.

He is only 5 months old therefore he is still a baby. You need to be constantly watching him and taking him out more frequently. Don't let him play in the yard until he has gone potty for you. Also when he does go outside, make sure you make a huge deal about it. Giving him lots of praise and a treat. You can also try crate training him. Then if you have been outside with him a long time and he hasn't gone potty, put him in his crate when you get in the house. Then in about 5 or 10 mins take him back outside. If he still hasn't gone, then repeat the process until he does.
You need time, patience and consistancy to potty train correctly. It's really no different than potty training a child. When done correctly and consistantly he will understand what you want him to do in no time.
And once he has gotten the idea, remember he will still need to be watched at all times. Puppies can regress with their progress. They can go weeks making you think you have mastered potty training. Then turn around and suddenly have an accident. It's all part of the normal potty training routine.

Have you tried crate training, and also puppy pads help so at least if he goes in the house he goes on the pad and not the floor or the carpet. My 2 little pups did that a lot when I first got them but after a few weeks of crate training and yelling at them and showing them there mess that they made they both make sure to let me know when its time to go outside

you need to teach new dogs where he can and can't go! When you take him for walks praise him for doing his business and tell him off for doing it in the house. It sounds like he doesnt understand that walks are you the loo.

he is not house broken yet. place him in a area with plenty of old newspapers on the floor until he get used to going outside. when he is out, you should be sure he goes before he comes back in, good luck
