Having spent time in the Army, and having had other people from African / Jamaican descent along side me (I do try to avoid the generic term 'blacks'), I fail to understand your question.

Like the police, the Army has made steps and is better at recruiting people from ethnic minorities. You will find however, if you do any research (which you have undoubtedly not) that the larger problem is that of the lack of Asians in the Army. I do not think that most black people in this country would feel put-off from joining the military because of the colour of their skin.

America however, is a different situation - I am sure (I think?) that you are aware that the US has a very active recruitment policy and will often go out in the poorest communities to recruit the poor and jobless to its military ranks (which in part is why its forces are so poor at what they do). As the US still has a large proportion of its poor made up of disenfranchised ethnic minorities, then these recruitment drives inevitable encompass a large number of ethnic minorities.

This has little or nothing to do with your ill-found notion that 'blacks' (whosoever that may refer to) do not join the British military.

Personally i think it is a culture thing. If you think of the top hierarchy of the British Army you would normally think of upper class white men. (The non- fighting Royals included) The images of the Army that we see are usually white males, I just don`t think it appeals to most black males. However, i think the Army could try to overcome this somehow as there would be so many young black people who could benefit from a good career in the forces.
