I want to build something ambitious, like a 2 man submarine or a helicopter. I decided the submarine is too dangerous and the helicopter might chop my head off. Putting the technical details and restrictions aside, what should I make?

build a canoe in your basement. Then apply your ambition to getting it up the stairs (or enlarging the stairs as necessary) to extract said canoe.

Build a satellite. Then convince your country's (or another) space agency to launch it.

Build a bed that will make itself. No manual pillowfluffing anymore.

Emulate a 1980's music synth using software.

Build something to measure recession of the moon.

Build something *less* ambitious first. While you're working on that you might get an idea for a more elaborate project. Meanwhile you can have some success at your simpler project, which will motivate you on your grander scheme.

Never ever ever start with a tough project, unless you have a failure fetish or something.

Make something that will move you or someone else forward in life, either financially or spiritually.

I think a dingy that interlocks with other dingys like a floatilla would be fun. So you can get together like a boat and then go up small rivers and creeks separated.
