I think when I went to RTC GLAKES there was a Navy Shuttle Bus that ran regular shuttles for all us hayseed farmers who had never before navigated the Big Windy City. Ask the Navy Shore Patrol Officers you will see at the Airport when you arrive there.

Do you mean Great Lakes Naval Training? It is north of the city. You may take public transportation from O'Hare. This would be the Blue Line, O'Hare branch downtown. Then go to Ogilvie Station to the Northwestern Metra train.

rent a car and get on 294 North it's about an hour driving time ? some construction / signage is very confusing just past airport . really be careful as the merge is really short from how it used to be / see lots of accidents at that part.
you might be able to get on to train and go into City of Chicago . change train station and get one going North to Great Lakes ? i'm not sure of the routing / or if train runs that route .
you could call taxi and cab it . i think there are flat rates ? instead of meter rates. limo / town cars are sometimes less expensive than cabs. good to compare .
