Lowering you insurance is important.

Here's a good website to browse that I use myself to compare what's available.

Auto Car Plus Insurance Transfer Site:

All the best.

Why do you need a car if you don't have a license? I would suggest just getting a license. I don't think insurance companies want to have anything to do with an unlicensed driver.

Might as well not pay for insurance since it won't cover in an accident since you are an unlicensed driver. You are playing a fraud game and when caught, will be in jail.

WHAT YOU ARE DOING IS CALLED "FRAUD" AND IF THE INSURANCE COMPANY FINDS OUT THEY CAN DROP YOU OR FILE CHARGES AGAINST YOU.
