1-2 should do fine. Bacteria can't climb through the pores in toilet paper, and 1-2 should give you full coverage.
Also... you can get the sanitizing liquid they sell for hand cleaning and use it to wipe down the toilet seat and use no toilet paper as that sanitizing liquid will protect you adequately.
OR... take some clorox pens and use that clorox gel to clean the seat and you won't need all those layers of toilet paper in that case either.
I understand that toilet seats in many places are not clean enough, but you go a bit too far and you could plug the toilet with all that paper... which you should put into the trash can if you insist on wasting so much toilet paper this way.

Hi Imperial,
This is nice and good question.
It is advisable to use minimum two ply. Because the germs can easily pass through the tiny holes in the tissue papers.
The four ply is much better.
Never ever use any public tolet without laying toilet paper. Because later you have to pay a lot to the doctor for skin diceases!!!
The best to do is flush first, clean the seating arrangement, lay the paper and use it.
If possible, don't use the public toilets!
Keep some tissue papers always with you.
Stay healthy, avoid doctors!

First and foremost, make sure you wipe down the toilet before lining it with tp or using a protector. I personally don't understand using more than one layer. If something wet is on the seat it will seep through and wet you too. So where's the protection? It's a waste of precious tp that can be used for wiping your butt later. It also adds to the possibility of clogging the toilet. Do you really want that embarrassment?

As long as the seat isn't wet, one layer of toilet paper is a sufficient barrier. (If it is wet, dry it thoroughly, and then put down the one-layer barrier.) Think of operating rooms: they sterilize an area and then place a tissue-thick sheet over it to keep it that way.
Realistically, you aren't likely to get a thing from the seat anyway, but I do understand your caution.

I totally agree with you, Public restrooms are disgusting and unsanitary. In most cases I am sure it is children!! They have not yet discovered the fact that germs are everywhere and especially on the toilet seat in a restroom. They have no cares in the world and they are probably the ones leaving those "racing stripes" for the rest of the world to find.

Nah! I don't waste such a lot of toilet paper! Whenever I have to use a toilet outside my home like at office and maybe when we are at someones place etc. I do not sit on the seat! I just kinda squat over it without touching anything! Of course I only use outside toilets to pee!!!

What- no butt gaskets! Well in that case, 5 layers before I light them on fire to cook the creatures and then another three afterwards and then, not sit on the seat just kinda squat over it. Failing that- it's all about being a phantom pooper.

many public restrooms now have a pull down disposable cover for the seat. if not, I use two two layered or 4 single sheets before I sit.

Three sheets for me. I'd put on a fourth if the seat ain't C-shaped. & I'd also put a 2nd sheet atop another if there's urine on it. Gross, huh? This would only happen 2 me if I really really need 2 defecate & all the other toilets r occupied.
