A person in a powered wheelchair is a pedestrian, per California Motor Vehicle Code. He had no more business in a turning lane than a pedestrian.

Bicycles are not only ALLOWED, they are REQUIRED to use the turning lanes, just like a motor vehicle, unless the rider chooses to get off the bike and walk across the street, AS a pedestrian.

i bike 10mi day so I'm say in this as a cyclist, he is a pedestrian. maybe he wants someone to finish him off!
