NO. The Bible says that the dead do not know they are dead. Quiji boards are demonic so playing with them is like playing with fire. I wont touch that crap. So if you think you have talked to a dead person, it was probably a demon. The devil is the father of all lies and that is just another one of them.

u can talk 2 the dead if u get a person to do it 4 u. and if u seen spirits,ghosts, u can talk 2 them by dreams or the place they died

Spirit boards, (or Oujia boards,) actually do work sometimes.

You'll have a better chance of speaking to the dead if you make one yourself rather than using a store-bought one.
