Once that vote is taken, the ordination actually takes place at a ceremony presided over by other ordained clergy.

A person begins to follow Christ and fully subject himself to the will of God when he dedicates himself to God. Thereafter, he offers himself for baptism and becomes an ordained minister with an approved standing before Jehovah God.

Ordained should mean you have received the office from some one who was in authority to give you that office. In the Church of Jesus Christ any one ordained to a office can trace the priesthood back to the Lord Jesus Christ, and the authority to use the Priesthood in his name.
