Are you sure the fuse is good? Have you actually tried a new fuse or just inspected the old one and put it back in because it looked okay? Sure sounds like a fuse problem.

In most makes the dash lights and running lights are on the same circuit, so with a good fuse, the best place to look would be the headlight switch. Since it controls both. Sorry I can't help further but my experience is Ford.

There may be an association with the courtesy light fuse
Try new bulbs.

And did you check the fuse board out by the battery? or just the one in the dash? Trailer wiring short circuits licence plate bulb wiring rubbed and shorted all could be the cause of fuse failure.
