I get them sometimes, and I found out they are caused by shaving too often. You need to let the hair grow out more.

And to prevent them, try using a scrub of some sort, like St. Ives. It will remove the dead skin and let the hair grow.

I suffer from in grown hairs on my bikini line from waxing. A beauty therapist told me the only thing you can do to prevent them is to exfoliate using a loofah. There are heaps of products on the market for preventing ingroen hairs however they dont work plus they are expensive.
