We have 2 Zebra Finches and one seems to be suffering from some sort of problem.

I have posted some pictures here: http://weblog.xanga.com/yahooanswerspicture/623356084/finch-help.html
It's feathers have all gone from it's neck and it looks really un well. The other one is really fat and looks healthy compared to this one. We feed them general finch food and change the water daily.

Any clue on what is wrong and how to fix it?

You have a bully. Finches are best kept in groups and in larger cages, this lessens the chance of there being any bullying going on. Separate them and watch what happens.
