this cat was neutered at 6 mos, and over the subsequent 3 or 4 months we noticed his post-op shrunken junk slowly returning to pre-op size. our other cat and dog were neutered and have nothing left to show. what happened???

The job can be botched but it's highly unlikely. No they can;t grow back once removed.

If you are concerned take him to another vet and have him check them. You should be able to feel yourself if the sack is empty though. Remember they only remove the testicles not the sack.

It's also possible some sort of infection is going on in there so it maybe wise to see a vet anyway.

Probably not botched, but the hair that grows on the scrotum can be fuzzy and make it look like there are still testicles there--just check, but you shouldn't feel anything there. You can have your vet check for you if you're not sure.

Quite unlikely that it has "re-grown". Have a vet check if the growth is normal.
