I am not quite clear on what you're asking - are you speaking of the boxed macaroni and cheese? If that's what you're talking about - and questioning the amount of water you need to boil the noodles, no, it doesn't have to be exact - just needs to be a full pan of water.

Noodles will absorb water. I am a 'from scratch' cook. I hardly ever follow any directions. If your making mac and cheese I NEVER measure out the two cups of water you are suppose to boil your noodles in, and I do not measure out the butter or milk. I put in enough water that I know will cover and cook the noodles.

I just fill the medium pot with water and put the macaroni in...the pasta does absorb water so if you overcook it it'll be "soggy"...usually a recipe will ask for 6 cups of water, but I never do this and it still comes out fine.

If the noodles are going to be drained, I use however much I want. If they're not going to be drained, like with Pasta-Roni, then I measure the water pretty close. Other suggested add-ins, like mushrooms, I'll use however much I want.
