poozank is right, it means skill or ability

While it is used by extension for any high level of skill or ability, it has a martial connotation.
Originally, it meant "high fighting ability"
for example,"Achilles' prowess in battle made him more than a match for his opponent, Hector"

But it can also be used for other high level of skill or ability.
"Mary's prowess with computer use caused the other students to come to her with their computer problems, instead of the teacher"

I have never heard it used as " low prowess" but you can say "Bob's lack of prowess in sports made him feel shy and embarassed."
