To me it means someone who follows the Bible. loves God. Lives their life for God. Follows Jesus. But they dont tap in to the power that the Holy Spirit has given them. They might not be walking in a victorious mindset, instead they might be focusing on what sinners they used to be. They might be letting circumstance take away thier joy, when true joy does not come from circumstance but from God. They might feel burdened by the word of God, not freed by it.
They are Godly, Christina people. They just havent realized the true power, victory, freedom they have been given.

The word "power" comes from the Hebrew/greek word "dunamis," which can mean miracles. Some people don't believe in the miracle working power of Jesus. There are several religions that are not open to having miracle-services or other services showing God's wonder working Power.

What the verse is speaking of is people who claim to be of the christian faith, but live a totally different lifestyle. They are christians when they need to be, but live for themselves the rest of the time.
