Most older shows are owned by a larger company like CBS may still own the distribution rights to The Dukes. Other stations may rent/lease them for a period of time. When that time is up, the show goes off the air again.
Just a note...I double checked CMT listings and The Dukes of Hazzard isn't currently on their schedule. I used to watch it there and it hasn't played for a while.
