Use a wet cotton swab to moisten them, then a dry one to sweep them out.
My nose gets really dry inside from the a/c so I use a swab to apply Aveda Beautifying Complex oil to the inside of each nostril, that keeps my nose from getting dry and crusty. It really helps.

They have a neat new product called a nose hair trimmer/booger remover, this will work. There is another option.. Use a nasal saline solution to wash those boogers right out of your nose (Made by Clairol, the same makers of the products ladies use to was that gray right out of their hair)

Saline spray and good solid tissues work well. My mom could not afford either (seriously). Her doctor recommended that she cup her hands and collect warm tap water in them and then inhale it through her nose. Repeat three times. Please note that the water was not treated water but from a aquifer well.

Pour some shampoo in your toilet.
Stick your head in the bowl.
Now flush a few times, (with your head still in the commode, naturally.)
Do that two or three times a day. That should do the trick!

You can use saline drops up your nose to soften and loosen them, but ultimately you're going to have to go in after them.

A vacuum might help. However, be careful to avoid sucking your brains out.....
