If you are opposed to giving him treats, just carry something that makes an interesting noise in your pocket, one of his squeaky toys would be great. Take his leash and push the clip end through the loop to make a choker type collar out of it. Make sure it loosens easily ! The goal is not to choke him into walking with you, but to make him realize that NOT walking along with you will make him uncomfortable. Place his leash high up on his neck, right behind his ears. When you are ready to walk, dont even look at him, just start walking. The leash will tighten and he will almost HAVE to get up and start walking. The leash will loosen as soon as he stands up and moves forward. Once he gets moving, dont stop. You can entice him with the toy, make it squeak or whatever to get his attention. When he moves foward with you, tell him good dog and all that, but keep on walking. Keep on walking and keep squeaking every now and then. After a few minutes of this, stop and when he stops with you, then make a fuss! Make walks something fun, maybe even let him play with the toy for a minute (not too long, you dont want him to lose interest) Put it back in your pocket and start all over again. He will learn, just make certain you only reward good behavior, not bad. In other words, dont fuss over him when he refuses to walk. You can even try a longer leash, you did say he stays right with you when you go without one. Try one that makes him feel like he is free and gradually tighten it as you go. A little trickery never hurt anyone! Above all else, make it fun for him so that he wants to go! You can try taking another dog along too, there are so many different ways to convince a puppy that walks are good things.

He does this because he's not used to walking on a leash, which restricts where he can go. I just leash broken a four month old puppy. I walk him with a piece of treats in my other hand (like some other posts said). I keep talking to him and show him the treat. After certain distance, I give him a small bite of the treat and praise him. I practice this with him couple times (short sessions) a day. I hope this helps!

obviously something has happened or in his mind , leashes and walking from house is not a good thing, so you need to change his mind, but please, do not drag the dog! ...
..try taking extra time with your walk until he gets it, ....keep a pocket ful of some kind of special treat for him...such as "pounce", which is actually a cat treat, but a great training tool for dogs.... just bend down while holding him on leash and when he takes a few steps towards you, give him one treat, or half of one......then keep repeating this until you're on your way, out of driveway etc....keep doing this, ...and make the steps further and further.....until hes walking beside you.
also go out the back door, or whatever door, you DONT usually use to go on the walk. In other words, change his behavior so he starts associating the leaving of the house in a good way.

u need to get him used to the leash first. first just put it on him and let him drag it around the house for about 5 minutes. after five minutes take it off and repeat this every few hours. once he isnt noticing the leash anymore just pick it up and let him lead u where he wants to go. once he is comfortable with leading u, then u need to start leading him. just walk him around the house each day and get him closer and closer to the door until ur outside. then start going into ur backyard and eventually start going farther and farther from ur house. walking him without a leash is very irresponsible and u need to train him to use the leash

Many times treats will work when leash training. You might try walking your dog with other dogs so he can see how it is supposed to be. If anything, he will benefit from the socializing. Also put his leash on and off him several times during the day while indoors so he learns it is nothing to fear.

try going in the opposite direction. He may not like the direction you are walking towards. Try a different leash or collar. I'm glad you are walking your dog cause most people would give up.

When you get out the door give him a treat and lots of fuss. You've got to act as though going for a walk is really exciting. Also, whenever he's walking well give him lots of praise and fuss and a few treats.

Well have you taken him on walks A LOT?? If not, then keep dragging him and drag him even farther so he'll figure out that you're never going to stop dragging until he's trained. If you have, then all I have to say is that you're dog is VERY stubborn!!
