His friend or friend of the family? How old is the friend? How well do I know the friend? How mechanically sound is the car they will be driving? How long has my son and the friend been driving? What kind of drivers are they both? What's the reason for the trip?

That's a decent start to some of the questions I would need answered before I would even consider it.

It depends on where the 16 year old is on the maturity scale and where his friend is.
What kinds of kids are they?
Are they good students?
Do they have jobs?
Are they responsible?
Do they have good communication with their parents?
Are they honest?

Normally, I wouldn't, but it really depends on the relationships of parents & children.
