We'd say "He is also." or "So is he."

You could say Also, he is Canadian. Or you could say He is also Canadian. You cannot say him also or also him b/c the word him doesn't fit in that context.

I am not sure.
If you are only referring to him, and not along with someone else, then it would be: He is Canadian, or He is from Canada.
If you are referring to him, along with another person, then it would be: He is also Canadian, or He is also from Canada, or They are both Canadian, or They are both from Canada.

Noooooo! Never Ever say HIM IS! Say he is also! him is used when you are saying something about yourself but having the noun in the sentence be them! Do you say I like she? No you don't but you do say I like her! And do you say Her and I are going out, noi, you say she and i are going out!
