no. Bacteria can't grow on a dry toothbrush. If you cover it right after use, you're going to trap moisture and create a potential breeding ground for bacteria.

NO..I AM SURE B4 U PUT TOOTHPASTE ON IT YOU WILL HAVE TO RINSE IT...BESIDES, I DID'NT HEAR ANY SUCH THING THAT DUST CAN CAUSE TOOTH DECAY OR BAD BREATH....TO HAVE PEACE ON YOUR HOA ABOUT VISIT UR LOCAL DENTIST AND POP THIS QUESTION TO HIM....
